Greg,

SNMP is a Layer 4 (transport) protocol in the OSI model. As far as your question re IETF vs. OSI IEEE, maybe someone else can answer that for you. NDMP will be Layer 4 also.

Someone called Rizeball on the Yahoo thread posted a simplified explanation of public and private loop which I think is essentially correct. I'de post the link but Yahoo's message numbering seems to be dynamic too.
