Business lower prices because they find a long-term economic justification to do so (and that includes Micron as well). The justification may not always stem from demand reasons. Goodwill and Govt. regulations are ones you have yourself mentioned. And even when demand is strong, they may want to grab more market share (often with disastrous results like in the DRAM price wars, but not in the case of the PC price wars). Technological progresses enable them to endure the pain that comes from price cuts thus shifting the price point often away from where the supply-demand curves would put them otherwise.
