Stephen,

The new TI chips is a DSP that anyone could buy from TI provided they bought in quantities. USR is the big breadwinner for TI in communications and I'm sure will be using the new DSP.
Obviously one of TI's strong points is Chips. Also the new chip is not a modem chip it is a DSP that can be used for many things.
