Thanks for the recap.

There has to have been a change from 4% in and 4% out we had been told previously? Or are different contract handled differently?

As recently as last week, the TISS sites were charging the "customer" 4% in and 4% out, i.e. I deposited $5 and was only credited $4.80 and when I transferred back the amount was 4% less than I requested. Of course, this is the amount the TISS sites are charging the customer - that doesn't necessarily mean that this is the same as what WINR is charging the vendor (TISS).
