The savings rate is calculated by subtracting aggregate personal spending from aggregate personal income. The way the government measures these is easily criticizable, yet, it has measured these input variables the same way for thirty years. So, for the rate to turn negative is noteworthy, it cannot be permanently this way. What is really troubling, is that the twenty percent or so of the population which are huge net savers are being completely wiped out by everybody else living way beyond their means. Tim
