First off, I am usually impressed with people who use their own names when they post. (I assume you would not use this as a pen name, it is quite the handful to type!)

Secondly, Loral is only in the rocket business from the standpoint that typically customers who purchase Loral satellites will also, as part of the deal, make Loral responsible for lining up the launch provider. Many times the customer will have a stated preference wrt launch providers be it costs, orbits or yes even political considerations.
