All this cash in bank?

I cannot understand why Seec keeps going down when they are sitting on more
cash per share than what seec is trading at, am I missing something:

The Company's balance sheet at December 31, 1998 shows cash and short-term
investments of
$30.5 million ($5.21 per outstanding share), working capital of $31.6 million,
and no long-term
debt.

Are the internet stocks sitting on this kind of cash with no debt, is the
Management of Seec so bad that no one has any faith in this company and they
expect Seec Management to run their company into the ground, any feedback
would be appreciated, thanks...

Not much action on this thread, I guess everyone has given up on SEEC?
