Of course, "hunker down" deserves some definition here, but if you mean "not spend" then I guess this is not so much an Asian characteristic as it is a universal one. The sad fact is that we all are subject to the economic fluctuations of this world, and all must find various ways to cope with setbacks. But I believe that the good people of Japan will be challenged in ways not dreamed of before. Tenets held near and dear shall come undone as more and more companies are forced to lay off workers.

My point is that if "hunker down" means going quietly on, I have a suspicion that we will be surprised. I expect to see an increasingly vocal populace as the full depths of Japan's economic crisis is increasingly felt.
