I am not fresh on debates about old economics statistics, but it is true that cutting marginal tax rates increased tax revenues, and that the Congress only gave Reagan about three quarters of his cuts, so that the deficits would have been less had the Congress been more cooperative.
Since the Kemp/Roth thing was trivial, and easy to catch, why suspect it of being disingenuous. What did he have to gain?
