MTS Signs OEM Agreement with Lucent EMEA for
Distribution of TABS Call Management Systems

BNEI BRAK, Israel, Feb. 9 /PRNewswire/ -- MTS-MER Telemanagement Solutions Ltd. (Nasdaq:
MTSLF), a leading global supplier of a wide range of telemanagement solutions for the
telecommunications industry, today announced the signing of an OEM agreement with Lucent EMEA
(Europe, Middle East and Africa) for the distribution of MTS's TABS(R) Call Management System. The
TABS call management system is currently being sold by Lucent in several European countries.

"This agreement will strengthen the Company's relationship with Lucent EMEA since TABS will be
offered by Lucent as the preferred solution throughout the territory," Zvi Slominski, MTS's Chief
Executive Officer, said today. "It also is significant for the long-term growth of the Company."

In addition to the TABS call management system, MTS's other telemanagement solutions also will be
offered by Lucent. Among these products are Toll Patrol(R) a telephone fraud detection device, TABS
Alarm(R) a fault management system for PBX networks and TeleLog(TM), a digital voice logging
solution.

"This agreement is an important addition to our strategy of focusing on OEM agreements in the
international marketplace", said Alon Aginsky, MTS's VP Sales and Marketing. "We estimate that this
relationship will generate sales of over $1.5 million in 1999."

MER Telemanagement Solutions designs develops, markets and supports a comprehensive line of
telecommunications management solutions that enable business and other enterprises to effectively
manage their communication resources. The Company's products include call accounting and
management products, toll fraud detection systems and PBX (Private Branch Exchange) fault
management systems. These products are designed to provide telecommunications and information
technology managers with tools to reduce communications costs, recover charges payable by third
parties, detect and prevent abuse and misuse of telephone networks and detect hardware and software
faults. The Company supports its products worldwide through the use of its own sales and support
offices, as well as local dealers and OEM contracts.
