As you seem to be tapped into many sources have you heard anything coming out of that meeting on Saturday? I have tried, but to no avail. The documents on the site were the ones put forward to be discussed and then a letter would be sent to to the DG.

As for the word "Harmonize", very interesting, but as we have debated what exactly is harmonized? Is it the CDG view or the GSA view? The report by Golden Bridge was a little damning for Qualcomm, because of the intent of blocking all other (not just the ETSI contribution) proposals.

If you have time, read the UMTS IPR WG proposals and you will see that they are calling for royalties even down to the level of 0.1% (which can be accumulative). Their reasoning is that with W(hatever)CDMA there are in fact so many IPR holders that the cummulative affect will be horrendous. I would agree with the point if you own the property who are the others to tell you what to do with it, BUT Qcom are trying to put forward a universal ITU standard and to do that, you have to play by their rules.

As i have said before, Qcom is not exactly the most loved manufacturer out there and yes, most of it comes down to royalties (hey, we all want something for nothing!). The telecom world is archaic and they are used to doing things in a very traditional way -that is where new boy Qualcomm has pushed a few noses out of joint. The traditional guys just aint used to it people playing hardball. Makes interesting reading though for us followers of the debate. All IMHO.
