If you have time, read the UMTS IPR WG proposals and you will see that they are calling for royalties even down to the level of 0.1% (which can be accumulative). Their reasoning is that with W(hatever)CDMA there are in fact so many IPR holders that the cummulative affect will be horrendous.

What does the GSM Alliance think about this?

Appears like an IPR-free-for-all. The logic to adjusting royalty levels because of the number of IPR holders is walking a thin line from a policy perspective. That notion would give credence to the idea that IPR can be used to influence a decision on standard selection.

There might be a few inconsistencies in policy here. Shall be interesting to see how this unfolds.
