It may not be a coin at all. I haven't collected US coins for a while, but I know that the US mint used to put a coin-like object (medallion?) into their mint sets that identified the set as a proof set or an uncirculated set and identified which of their mints was the source of the set; e.g. Philadelphia, Denver, or San Francisco.
