GM has to deal with market acceptance/deployment and that is where the technical (reliability of NT and telco COMPETITIVE needs) and political battles (OS or Microsoft vs JAVA) and battle for the eyeballs (Microsoft vs AOL/Yahoo) and battle of the suppliers.
Database--Microsoft vs everybody, hardware-- ad nauseum..
It is definately not clear, but if you look at it this way GM is SMALL
They either knock on doors themselves OR help others sell for them
Right now there are MANY more doors without NT than with
