If you read my response, I qualified it as "if you're referring to the Tax Reform Act of 1986" since that was the current discussion with Dipy, others. Upon further searches, Kemp-Roth Tax Cut was a cut of the marginal rate from 70% to 50%. I don't see a 70% marginal tax rate being defensible, let alone the prior 91%. Anyone could see it was the mandated entitlements that's caused the budget problems. They grew from one-third of the budget to one-half of the budget in the 15 years from the last surplus budget in the 60's. They remained in a tight range in the 80's until Bush/Clinton.
