I don't know that there is a definite answer. It has a lot to do with your trading habits and preferences.
I have an IRA and some mutual funds through a local broker, but I quit letting them handle stock trades because they were too conservative and WAY too expensive.
Online I started with Ameritrade and then moved to Farsight during their beta testing($10 any size any stock) but left them because they raised their rates A LOT last Jan. and basically told the small OTC traders tough luck.
I'm currently with NDB and found them reasonable and helpful. It appears that all of them have trouble during peak activity and that they all are a little behind the curve as far as upgrading because of increases in customer volume. I don't believe NDB has had near the problems that Etrade has had though. Also, NDB is in the process of moving to a different server that will have greatly increased capacity, so they say. It is supposed to have other new bells and whistles too and they claim that it will be up and running the third week of Feb. which, at this point, I have no reason to doubt.

The main thing is to check out your choice very carefully and be sure to ask them questions regarding your particular trading habits because different brokers cater to different folks and they are not necessarily forthcoming with the information. They frequently advertise their sites as being all things to all people and that just isn't true. Hope this helps you making your choice.
