I disagree a bit, Irish King. If you are convinced that a stock will be rising above its current price, then it's a buy regardless of whether you already have it in your portfolio at a higher cost. If it's going up from where it is now, it's a buying opportunity NOW! Of course, the real determinant is the degree of confidence that you have that the stock is really going to rise.

As a personal practice, I don't buy stocks as they're going down because I can't judge what the bottom will be, but on a $2 or $3 rebound, it becomes a prime purchase candidate - with a mental stop in case the original bottom is tested again and fails.
