I do not think it is a question of "not wanting" or "unable" to sign off ... BD's role is _not to participate in the step-by-step development process. Further more, there is _no point in having BD "sign off" on anything that is not close to a commercial recovery process. Once IPM has fine tuned the recovery process to their liking _only then will BD be called upon to evaluate\umpire the process ... there is not much point in having them there through every second of every day ... it is expensive, not their role and absolutely not necessary.
