They used to be privately held firms owned by these two men. When they went public (or before, if sold privately) they chose to sell off large portions to others, and the public. They KEPT the portions they currently own (16% of Dell stock is owned by M. Dell, and 22% of MSFT by Gates). No, or very few, options were involved - they have ALWAYS owned at least this much of their companies.
