The way I understand the timetable... the top ten markets began in November of 1998 but the agreement was that only one broadcaster in every market would be running so that an example of HDTV would exist in each top ten market... My understanding is that this was voluntarily agreed upon and that the mandatory top ten deadline for ALL broadcasters is mid-1999...
