Mang, I'm not 100% sure I know what it all means, but here's
some possible interpretations I come up with and maybe
others can fill in.

1) Your article could be talking about buyout of COMS possibly
(or leading up to it, as I think you have suggested?).

2) Your article could be talking about the joint venture
being formed into a company, and if the data
network sector starts accelerating, then COMS and SIEMENS will
put more cash or necessary resources into expanding the joint
venture.

3) At the time, and presently, nobody wants to hear about
COMS buying anything or spending money on anything. So,
I wonder if the article is a smoke screen.

4) Not sure what you mean by "sounded really stupid"? I
think it may be confusing because of "Siemens making
an equity investment in 3Com"? (anotherwords, 3Com would
issue stock to Siemens for cash to finance the venture?)
This would be an issue because shareholders are probably
against 3Com spending any $$ after USRX merger.
