You are right about this "black magic", and there are few companies that have engineering people that understand it. Below I copied the URL to a post I did Sunday to the Intel thread, trying to get the point across that increasing clock frequency is not a piece of cake (how's that for an understatement). The regions we're getting into now, like 500 MHz and up, are in the realm of sorcerers, witches and goblins and those (very) few companies that are doing their homework. As an aside, I think that Rambus and Intel having to "stop off" at 600 MHz for a while may be a blessing in disguise. 800 MHz is just too much of a jump right now, probably.
