The meter is only one component. This release suggest they have created a network that "will allow millions of Electric Meters to be read simultaneously, nationwide every 15 minutes, 24 hour a day and stored in a database connected to the Internet."

They are stating they have partners that will be announced at a later time. It may be possible that there is some tie-in to their 10K last year :
"The Company in the first quarter of fiscal 1998 shipped its first product to Consolidated Edison, Steam Division, a new customer to PrimeLink. The Company is working diligently on this account."

just a guess.
