This is the FCC rollout of DTV/HDTV... the first wave (nov 98) was voluntary to the extent that at least 1 station in each top ten market should be on air... all told 28 stations of 1600 are on air right now... that should speak for itself... the mid year deadline will involve all the rest of the top ten market stations and then at year end markets 11-30... there is a lot of opportunity for ACRO or anyone else right around the corner.
