A little perspective is in order here. In 1984 I installed a videoconference center at Centennial Hall in Juneau, Alaska for Alascom, the ILEC. A matching facility was installed in Anchorage. The marketing folks had done a study indicating level of use by state and federal bureaucracies to justify the cost of development.
Eighteen months after I completed the facility I called the teleconference center manager regarding access for a portfolio photograph of the facility. As I finished my inquiry, the manager said "Gee, you really burst my bubble, I thought I had my first paying customer on the line." ?!!!!
Seems as though the bureaucrats also enjoyed going to the Nordstrom's in Anchorage, when they had their departmental meetings. Something they didn't think important enough to tell the marketers.
