I received another response from Equis tech support. The relevant portion:

MetaStock uses the format Microsoft use for two charter years.
Microsoft uses 30 to 99 to represent 1900 and 00 to 29 to represent
2000.

However if you are using another program to read MetaStock files the
data format will be controlled by that other program. You may want to
contact the manufacturers of any other programs that read MetaStock data files to find out how they use two character years.


Also, I created some Y2k test data using Excel, imported it via downloader and read it successfully in Metastock. Yeah!

However, none of my other programs was able to read that file correctly. Boo!
