Sens. James Jeffords of Vermont, Arlen Specter of Pennsylvania and John Chafee of Rhode Island were the first Republicans to oppose both impeachment articles - perjury and obstructing justice. Sen. Slade Gorton, R-Wash., has disclosed he'll vote to convict President Clinton for obstruction but to acquit him for perjury. Senate Majority Leader Trent Lott, R-Miss., hopes to hold votes on the articles Thursday.

Jeffords said enough Republicans may join the three senators to hold ''yes'' votes short of the 51 needed. He said Clinton ''gave misleading statements . . . (and) did obstruct justice, but his actions in this case do not reach the high standard of impeachment.'' Specter and Chafee said the charges have not been proved. Meanwhile, prospects for a censure motion dimmed as more Republicans came out against it.
