Their plan is to do it once with all the Primary delivery services..and then resell to many small billers who can't afford...in either time or money to deliver the bill where the consumer wants their billing sent. Thereby giving the small guy, business, the same distribution channels as larger billers...and then they will mark up this 'value added' service to the smaller biller. BillServe.com is an EBPP distribution play on the small biller market.
