Roger, when the great masses know that a specific event will happen, they will over-buy or over-sell in anticipation of a great move on the day of the event. On the day of the event, as they attempt to cash in their winnings, the market will reverse and they lose.

Since the great masses already know that the senate will vote against the articles of impeachment, the rally will occur before the event, leaving no more buyers for after the news is official.
