Just a quick note. The response you got here was right...it is the book value on which the 20% is based. And it does change as you buy, sell, contribute etc. One interesting note...I transferred all my holdings from several RSP's into one self directed RSP and the new plan used the value of account at transfer as the book value in the new plan! As my foreign, Japanese and emerging markets, had declined in value the foreign content portion, at this new valuation, was quite a bit less than 20% so I could purchase more foreign.
