The January 18th, 1999 Kaiser report may be veiwed at this URL.

Kaiser does mention that some clowns had alleged salting. He does not suggest or endorse the theory himself. He does warn that such allegations could contribute to stock volatility.
Kaiser does encourage more disclosure of what has been tradionally confidential or even propriatary information about micro diamond size and distribution. DEBEERS did their own scientific work for decades to build reliable formulas for extrapolating potential macro size distibution and frequency from examining small samples of micro diamond material.
Diamond exploration companies must do their own studies or hire experts in the area to perform this task. The push for release of all information about the micro-diamonds would give other companies, such as you know who, a peek into the Winspear bank and show them much more than might be in the best interests of Winspear shareholders. Most small investors would not have a clue how to value their investment from a whole pail full of microdiamonds.
DEBEERS did for the first time ever release more information than usual regarding the MGJ-AOT-DEBEERS program on Victoria Island. See, we showed you ours, now you show me yours. I don't think that Winspear was contemplating a takeover of DEBEERS at this point in time.
However, Winspear has disclosed more information regarding the details of the Snap Lake project than any other company in a similiar situation.
