Everybody is a promoter... Is he accepting payment from the companies he promotes? Or does is he merely promoting his personal picks?

If he takes payment in either stock or cash, I believe his SI userid should have marker on it indicating it. If he is promoting due his own personal position in stock he is no different than any other private investor.

I see all kinds of accusations, but no substance. I have no problem with promoters either, I just want to know whether someone is a paid promoter or not...

1) Each message by a promoter should be labeled as such in the message heading or promoters should be limited to promoter only threads.
2) SI should charge more for access to promoters. I don't think $100 per month would be out of line.

In any case I have no desire to banish all promoters, but the same standard should apply to all promoters. If Rosario gets booted for being a promoter, all other promoters should get the boot too.

However I have seen nothing in his posts which indicates to me that he is in fact a promoter.
