By what generally accepted accounting practice did AOL take
$24m charge in the quarter ended 12/31 for something which
did not exist until January (settlement with Attornies General)?

Looks like they slipped it in to what everyone knew would be a
a bad Q anyway. I wonder if they will be forced to put the $24m
charge into Q3 instead.
