Les, goods and services... so investments are excluded then? What about insurance policies - are those a service or investment.

And regarding housing.... we already have property taxes so those would be removed (I HOPE) - but property taxes fund the schools, so they have to be replaced with something. Property taxes being local cause a lot of problems because schools in affluent areas are good and those in poor areas tend to be worse. But remove the localization and then you get the cost of living issue - a school in Oklahoma needs less tax $$ than one in NYC, etc. Or would you apply the vat tax to houses? But then for a 300K house with a vat tax of 30% you would pay 100K taxes? ouch!
