From what I've heard VATs tend to get out of hand quickly, especially on things that go through several steps. And each sector feels it's being singled out. Another problem I have heard about is that the income tax is never really done away with and since it is lowered it is easy to raise. You wind up with two taxes, each growing in it's own ugly way.
