The present volatility indicates to me that markets are becoming more efficient by the day, that information (including interpretation) is being incorporated into prices faster than ever. 80%+ of all mutual funds lagged the S&P500 in 1998. Case for an efficient market has never been stronger.

As for exceptions, they merely indicate that the strong form of EMH doesn't hold, some investors are still better than others in analyzing and profiting from publicly available information. But we have already gone over this issue before.
