I don't think I agree completely with that statement. In fact, punk rock came about in the late 1970s as a rebellion against the excesses of commercial rock music of the 60s and 70s. Some punk bands, like The Sex Pistols, broke the conventions and got by on sheer raw energy, even though they weren't great musicians, while other bands such as X and The Clash, wrote intelligent songs that combined non-commercial musical styles (for example, listen to X's song "The Unheard Music").

Actually, it was pretty amazing catching the surviving Sex Pistols at their reunion tour a couple of years ago called "We're only in it for the money". In the interim the band members had actually become decent musicians, and had to practice to get that raw sound they used to have. Quote of the Sex Pistols concert in Hollywood (from Johnny Rotten): "I'm amazed that Michael Jackson isn't in prison [dramatic pause] for crimes against music!"
