Heritage takes precedence over anything and everything else because being born Jewish meant that you were spontaneously special in the eyes of God and that everyone else was just a gentile. To read the Old testament was not necessary because the promises were already there and nothing else was needed. If you felt something was lacking in your life you could always just resort to the wisdom of the local rabbis.

Chris, I have no idea whether most Jews ever read the Bible. Probably not, just like most Christians don't either. I base this on personal experience as I was raised in a Baptist church and while I've read the Bible through a number of times over the years (for I've always been a reader, of anything available), none of the other kids I grew up with in my church ever did. That's pretty normal.
In my experience, those people who obsessively read and quote the Bible to others all the time, like my own Father, frequently have dysfunctional personalities and just can't relate to others in a normal human manner. Well, I guess living in the Scriptures is better than living in a bottle or something.
