You show an unusual amount of insight. "The real problem is a lack of accountability....Accountability is anathema to bureaucracy" You have distilled the problem and the solution in one short sentence. Your next statement, however, leaves me a little confused:
"Individual actions must be shielded from the wrath of the affected."
"...it isn't "the government" that is responsible. It is people..."

Are the individuals doing the action wearing the proxy hat of government? Are these the people that must be shielded? If so, where is the accountability.

Are you suggesting that the court must act as a shield between the victim and the accused? I am not at odds with that. I do require, however, that the court be neutral and stop siding with the accused at the expense of the victim.

Be careful, on the one hand you say that individual actions must be shielded and on the other hand you say government is not responsible. This leads directly to despotism.

I agree with you that government can do nothing without a live body being inserted into the process somewhere. But, when a real live person is acting with the authority of government that individual ceases to be an individual and becomes the government by proxy.
