Actually, the purpose of mid-level executives in technology firms is quite simple. The high level execs or the money-people don't want to associate with programmers or engineers. Programmers and engineers dont really care much for power structures, so the the mid-level managers exist to act as babysitters of a sort. I have friends working at dozens of large high tech companies in the valley and believe me, most mid-level managers are not hired for their technical prowess. They are hired only for their personality and ability to deliver team-spirit-goal stuff to the coders/techies.
