NASDAQ has two "listed" markets--The NASDAQ National Market System, and the NASDAQ Small Cap Market. Stocks must meet certain asset/price/corporate governance requirements to stay listed on these. Stocks that do not meet these requirements may trade on the OTC Bulletin Board, which is overseen by the NASD and the SEC; OTC BB stocks are considered "unlisted", which can have various consequences for these stocks (such as brokers can't recommend these to certain customers). This drives these stocks to seek a following and recommendations from lesser known sources (such as on line stock picking services).
