Could be used on puts or calls.

You are correct about best chance is when the strike is at the money. In fact, that is the only chance.

Could they be placed on equity and index options?
They were rare, but was able to do on equity options when market makers were caught asleep. Never could do for less than $.50 debit on index options- marker makers much more alert by then.

Caveat: I was not paying commissions and had a direct line to floor of CBOE. At the time the general public had no access to accurate real time options quotes (sometimes I still feel the same).
