Hi Jing,

Maybe you'd like to peruse some of the links in the previous message to see the actual history of TCI's interactions with several local governments up here. I'll also post a nice editorial from the Seattle Times which provides a good summary.

If you examine these articles, you might do so with several questions in mind:

- On what basis is the local authority griping about TCI?
- Is the gripe reasonable?
- What are the actual legal actions the local authority can take?
- What are the practical actions the local authority can take?

To get a feel for how TCI does business, when reading these articles, you might want to notice:

- What did TCI promise in order to obtain the franchise (A)?
- What did TCI actually do (B)?
- What is TCI's stated position on the difference between (A) and (B)?
- How many A-B cycles can be distinguished?
- Is there a pattern there?
- If so, does the pattern have any significance?

Then, more generally, you might care to wonder:

- What affect does this pattern of TCI behavior and the results it produces have on the future of ATHM and T now, and going forward into the time of delivery of new services?
