Neocon, I'm sure there is little we disagree on in your post. We remain separate though, on the implications and the possibilities. [Your student import can't be not worthwhile. I wonder whether some impact would be foreign students remaining here, or our-educated students becoming their ruling class?]
Though you say truthfully, that education, et al, are the responsibility of the host governments, that needn't imply we couldn't be useful in getting the progress accelerated. My feel is that it took government action to disrupt the lucrative slave trade, so government action will likely be necessary to reduce the lucrative income differences. Priming so 'many, decrepit pumps', will take more than private investment will risk. Advanced nations, esp. our government would do well to add their powers. Also, our actions are meant to benefit our people--let specialization disruptions occur when all have similar to lose, not when our lower/middle class are so vulnerable to world changes. Revolutions and Depressions can still occur as we wait for investment.
The Peace Corp as 'first on the beach' for aid, dovetails nicely, methinks, with Peace Corp directing the aid for the next stage--public works aid. Sketchy, I know.
