Could someone explain the following?

In the immediate future, it all boils down for me to this:

I've seen modems go through an evolution from 2400 baud to 9600, 14.4k, 28.8k, 33.6k, 56k, etc. When you purchased a faster modem, your ISP purchased faster equipment on his side to match the speed and provide you with faster access to the Internet.

Believe it or not, but I was ACTUALLY looking forward to soon being able to have an ADSL modem in my PC! And I was even willing to pay the $200-300 for one to help offset the R&D costs!

It hasn't happened.... Why?

It seems the telcos have things tied up. They want to charge something like $50 a month for the use of the modems. That is, if you live in an area of the country where they are provided. We weren't charged the extra $$$ when we went from 14.4 to 28.8, so why should we be charged now to go from 56k to T1?
