Was this TWX achievement via their own cable telephony facilities, or was it through their Axs subsidiary's resale arrangement of the RTC's POTS services? I never did get that straight.

At the time of the Rochester "experiment" (as it was referred to by some) some years back, when TWX expanded its voice presence there, if I recall correctly their were about a half dozen other facilities-based carriers and resellers (some wearing both hats at the time), including T, who were cutting deals to resell RTC's regular phone services.
