That comes up from time to time, just like the dying boy in NY who wants to get 1,000,000 get well cards before he croaks, and just like the old ruse where the FCC was supposedly going to implement a BBS tax on all the dial-up BBS systems that preceded the Internet.

I think you can safely dismiss it as a hoax.
