Thanks for the refresher.

On the "experimentation" matter, I wasn't referring to a 'TWX' experiment. Rather, I was speaking to the "regularoty" experiment, tweaked to enhance the market dynamics of that era. (... listen to me, era, it was only a couple of years ago, like you say. But that's what Internet Time does to one.)

All eyes were on Rochester in both the regulatory and the market sense, watching to see what would ensue when their local franchise territories were opened up to competition, particularly in the wholesale-retail sector.

I believe that this was a quid quo pro, on some level, when RTC decided to spin off certain local operating units, when they created, or evolved, into Frontier.
