Penni -- "Oval Office a Public Place"

If you really think so, you should try to use it like a park or sidewalk, sit with babies, read the paper, or publicize your political opinions. The Oval OFfice is peculiarly the President's space. Whether he can use it for private sexual purposes is simply a question of whether an official can perform his private deeds in a space exclusively assigned by law to his exclusive use and control. Even Betty Currey cannot enter it without his permission (and probably knows better than to try).

In other public employment there may be other rules. But I believe that Title VII applies to executive branch employees, and the President is not an employee but a branch of the government himself. Another screwup by the founding fathers (like slavery) perhaps, but the law in all its majesty.
