We're really not even talking about the CEO taking anything off the table. The heads of most small tech companies are compensated primarily through stock and stock options. As a result, they often need to sell stock just for cost of living purposes.

Selling 1,000 shares probably grossed him no more than $20,000 and netted him far less after taxes. That's an insignificant amount compared to his total holdings, and the fact that he sold that little indicates, at least to me, his belief in the stock's potential.
